Our philosophy is that capital finance is not a guarantee for project success. This philosophy has been the driving force for the creation of the Corporate Advisory Unit, which offer technical back up and consultancy services to our clients.
PBC has established a subsidiary under the name of “PalConsult” to act as the advisory arm and to provide all necessary back-up services for PBC’s operations and activities.

    The objectives of PalConsult are as follows:
  • Management assistance
  • Providing strategic coordination and investment management assistance to equity groups.
  • Hosting international aid programs which aims at improving the capacity building of the private sector.
  • Providing clients with internal sales force to approach the local and international markets.
  • Promoting joint ventures.
  • Improving production procedures, quality, and facilitating technology transfer.
  • Developing marketing techniques and raising the image of Palestinian products.
  • Export and trade promotion.

PalConsult field of work can be summarized as follows:

  1. Technical Assistance and Capacity Building Programs: PalConsult is responsible for hosting and coordinating all technical assistance programs to guarantee the success and sustainability of the projects financed by PBC. Technical assistance and capacity building is usually considered as an integral part after loan approval and disbursement.
  2. Management Consultancy Services: PalConsult offers a wide range of consultancy services to the entrepreneurs enabling them to define their needs and problems leading to implementing best management and business practices.
  3. Coordination and Cooperation with Business Institutions: PalConsult has a wide range of contacts and agreements with the major business institutions assisting its clients to utilize the best services and information by these specialized institutions.
  4. Market and Pre-feasibility Studies: PalConsult provides initial estimates and figures about market size and characteristics, in addition to conducting pre-feasibility studies for certain projects.
  5. Trade and Export Promotion: As one of its major strategies, PalConsult is interested in promoting trade and pays special attention to export oriented projects by advising and providing all necessary information regarding international markets and logistics. PalConsult can advise its clients also about international fairs and exhibitions through its connection and relations with international institutions.
  6. Strategic and Business Planning: PalConsult can develop strategic plans through helping clients in organizing, forecasting, and implementing best management practices. PalConsult helps clients to prepare detailed and comprehensive business plans to achieve effectiveness and efficiency in performance.
  7. Information Technology (IT): To cope with the high tech boom in the world, and the rapid transfer from traditional industry into the high tech industry, PBC pays a special attention to this sector and supports potential IT projects.
    PalConsult IT department provides a wide range of consultancy services that include but are not limited to the following:
    • Establishing the first Palestinian Information and Communication Technology Center (ICT) and the first Palestinian Hi-Tech fund.
    • Responsible for identifying emerging technology sectors and promising technologies within those sectors.
    • Conducting technical and strategic reviews and assessments of all business plans submitted for investments.
    • Working with ICT Center's and PBC's portfolio companies to develop fast-growing market leaders through identifying and delivering the strategic support necessary to guide the companies through the various stages of capital and product development.
    • Delivering consultancy engagement in IT strategy and planning and in Business continuity Strategy.
    • Evaluating new IT initiatives and technologies, assessing new products and promote project jump-starts.

    Current Status of the ICT:
    • Matchmaking and initiating new joint ventures.
      Over the past year, PBC implementation team has initiated a small-scale "matchmaking" of Palestinian IT companies/entrepreneurs and International IT companies, in order to assess the market potential and the demand for ICT's services.
      Although PBC could not offer any venture financing at that stage, the team succeeded in initiating three potential business partnerships between Palestinian and international companies, of which one was concluded in a signed cooperation MOU.
      This activity established that even in the midst of political and security instability, there is strong demand for ICT's matchmaking services from the Palestinian IT sector companies, and sincere interest on behalf of international players to work with a reputable local entity (ICT) in seeking Palestinian business partners.
    • Proposals Review
      As part of the implementation team's effort to assess the demand for ICT's services and the potential deal flow (investment opportunities), PBC placed a test advert in two local newspapers, inviting Palestinian entrepreneurs to submit their project proposals for an "IT Incubator" in process of establishment. Ten business plans were received and evaluated, of which two are considered to have a very good potential.
      PBC is still accepting proposals and encourages Palestinian entrepreneurs to submit their business plans.
